• Determination of scopes and analysis sample.
• Social participation.
• Diagnosis of face-to-face accessibility.
• Establishing key programme areas.
• Definition of proposals and actions in the areas of: governance, sustainability, accessibility, innovation, online marketing, training and information systems.
