Creadores de lo Inesperado encourages citizens to detect Unresolved Needs (problems or opportunities) in relation to tourism in the local area and, as part of a Challenge, obtain a Solution. Citizens themselves are responsible for conceiving this solution.

The result is reflected in a technological platform known as WhyBoard NRS where Needs are linked to the Challenge and the Solution. This entails understanding “what” is going to be done (the challenge), “how” (the solution), as well as understanding “WHY”, as it can be traced to a need detected by citizens themselves.

The governance team uses an Artificial Intelligence assistant to harness the information obtained. It generates reports, data or “analyses the legitimacy awarded by citizens” to a measure being adopted.

In short, citizens are encouraged to participate and monitor the Need – Challenge – Solution process as part of the Grasshopper® methodology to obtain:

• A snapshot of the real needs, the challenges posed and the solution provided by local residents and interest groups.
• Engagement and maximum involvement of people who are empowered as co-creators and participants since the solutions are “THEIR” solution.
• Legitimation of decisions made by the council, as they are endorsed bottom-up.
• Technological platform featuring a virtual assistant to harness the information generated
